This paper proposes a strategic framework for system transformation consisting of a comprehensive and interdependent reform process that addresses the root causes of WASH sector underperformance across governance, regulation, finance, and operations. This transformation is centred on delivering a core outcome: financial credibility. More than a technical score, financial credibility reflects the ability of national and local entities to earn trust—from citizens, and development finance institutions alike—by operating with coherence, reliability, and accountability.
